A Pelicans WEB Guide to Smart Choices, Safe Sex, and Alcohol Awareness
Since its intensive regional launch in early 2024, the Pelicans Women Empowerment Belt (WEB) has redefined how health awareness is delivered in post-conflict Tigray. Recognizing that traditional top-down health lectures often fail to resonate, the WEB initiative utilizes a “Belt” philosophy symbolizing a protective circle that surrounds and strengthens women and youth.
Throughout 2024 and into 2026, Pelicans WEB has been instrumental in several key areas:
Ashenda Health Hubs: During the Ashenda festivals, Pelicans WEB established “Safe Belts”—physical and digital zones where young women can access confidential information about sexual health and alcohol moderation. By aligning with the festival’s spirit of female agency, they have successfully framed safe sex not as a restriction, but as a form of self-sovereignty.

In the heart of Tigray’s recovery, the Pelicans Women Empowerment Belt (WEB) serves as a vital architect of resilience, weaving together the delicate threads of trauma healing for survivors of Sexual and Gender-Based Violence (SGBV) with the broader pursuit of regional peace and security. Since 2024, the initiative has recognized that lasting stability is impossible without addressing the profound psychological scars of conflict; by establishing “Safe Belts” that offer holistic psychosocial support, Pelicans WEB empowers survivors to transform their pain into agency, effectively breaking the cycle of marginalization that often fuels further instability. This survivor-centered approach does not merely treat symptoms but fosters a “peace from within,” where healed individuals become active participants in community reconciliation and the reconstruction of social trust. By integrating these healing journeys into the cultural fabric of Tigray—including during vibrant celebrations like Ashenda—Pelicans WEB ensures that the restoration of dignity for women is recognized not as a secondary goal, but as the very foundation upon which a secure, equitable, and peaceful future is built.
WPS and SGBV : The trauma healing for SGBV survivors.
Since 2024, Pelicans WEB has bridged the gap between individual recovery and collective safety, demonstrating that the “relief and recovery” pillar of the WPS mandate is not just a humanitarian gesture, but a strategic necessity. When survivors are provided with the tools to heal from the scars of conflict-related violence, they regain the agency to participate in local governance, lead Ashenda-based health movements, and monitor community safety. This integrated approach ensures that “security” in Tigray is measured not just by the absence of gunfire, but by the presence of a protective “Belt” where every woman is safe from violence and empowered to lead the region toward a sustainable, peaceful future.
